matrix: raise rc_message/rc_admin_redaction rate limits
Bot accounts (Hermes, bridges) burst many events per turn — thinking panes,
reactions, redactions, chunked replies — and hit the default caps, causing
M_LIMIT_EXCEEDED dropped sends and redactions.
