2configs/desktops/sway/eww: fix tooltips on wayland
Replace GTK :tooltip property with custom hover-tip widget using
eventbox onhover/onhoverlost and in-bar overlay revealer, since GTK
native tooltip popups don't work on layer-shell surfaces.
