Adds a lazy completion loader that dynamically discovers and loads
completions from the installation path of commands. This allows
zsh to find completions for any command based on its ../share directory
without requiring manual configuration.

Fix undefined variable 'config' error that was causing radio eval to fail.

enable more ca.r in different services

- Replace ark with kdePackages.ark (top-level alias removed)

Remove imports of 2configs/programs.nix from coaxmetal, icarus, and mors
to fix python3.13-ovh-zone-0.4.4 setuptools format error.

Add a tool to run GitHub Actions workflows locally without Docker.
Parses workflow YAML files and executes the run steps directly.

The 'nix flake check --no-build' command was failing with:
error: path '/nix/store/...-dev' is not valid

This happens when flake-compat tries to access dev outputs that
aren't realized. Since we already evaluate all nixosConfigurations
and darwinConfigurations separately, we can skip the flake check.

Also added shebang to bin_shim.sh to fix shellcheck error.
